Think its noticable to go from 1.5mb -> 3mb DSL?

Depends on what you're doing. Downloading large files? Yeah. It'll be twice as fast. 😛 Surfing the web? Probably won't have a huge effect.

Hell yes its noticeable. I had to downgrade to 1.5mb because I moved and I miss 3mb soooo much.
 
It's not noticeable if you're only browsing websites however if you're downloading things constantly or using newsgroups, then yes, you will notice it big time.

768k down is the bare minimum with the whole value packages. depends on your region.

When you get verizon FIOS the standard is 5/2 but after 6 months they bump you up to 10/2 just for being a loyal customer.

10/2 goes to 15/2
30/5 goes to 50/5

It will be sweet because it will be as cheap as DSL and be offered more than twice as far from a distro center.
