I transferred to a top 25 chemical engineering program as a junior, got a 2.7 gpa for that year. I have a lot of engineering work experience, and am pretty good at standardized tests. I can probly pull my gpa up to a 3 by the end of my senior year, but I think that might be too late.

Do I have a chance at a decent masters program? Any tips on how to better my chance?

-start getting buddy-buddy with a few professors which will give you good recommendations and knows your abilities well
- GRE prep
- check MS program requirements (GPA, GRE score, etc)

That's it
