10:30 is pretty early...

I almost called the cops on my landlord last night, though. they had their techno music turned up full blast until at least 5 am, and their dog was outside tied up in the backyard barking his head off all night (as opposed to barking its head off inside, which it does 24/7). I eventually fell asleep despite the shaking of my bedroom floor, though.
