thevolumesettings folders

I was running some backup software on a network hard drive and it keeps "failing to create" some invisible folders called "thevolumesettings". There doesn't appear to be anything in them - googling has turned up nothing - are they safe to delete? Does someone have a 2 line explanation of what they are for?
