these sub folders needed within the Windows XP main folder?

i saw some sub folders with 500 and 900 MB of files in the windows XP folder just sitting there. Was wondering if anyone knows if these can be deleted or not:

C:\windows\Servicepackfiles
C:\windows\softwaredistribution
