it's correct. it's cool 'n quiet at work. cool 'n quiet decreases clock speed to run cooler and quieter when the cpu usage is low. when you need teh cpu power, it'll go back to 100% speeds.

That's your A64 drowsing in Cool 'n Quiet mode while it waits for something to do. Give it full CPU load and it should pop back up to full speed and voltage.
