Thermoelectric Cooling???

Can someone tell me in layman's terms how Thermoelectric HSF's work and whether or not it's worth the ugrade? Do they really offer that much more performance? Without switching to water cooling, what HSF's that use the technology are out there and which would you recommend?

put very simply, when voltage is applied to a plate a temperature differential is created. One can set up a heat pump to exploit this difference thus making one part hotter than ambient and the other colder than ambient.
