Thermaltake Volcano 9 not cutting it.....

I am running an athlon 1700 or so at 1.67 mhz but the heat is very high. 63 degrees c regularly. I have 4 or so case fans and the volcano running at 5k rpms. The volcano sounds like a jet engine taking off and it's not getting the job done. Should I reseat the unit with another layer of AS5 or should I not play around and get some more serious cooling involved. I have the slk900a on my other units and they all seem fine.

The noise is fairly standard for non-quiet coolers 17-48 DBa and the Volcano series is a good line of coolers. I would look at reseating the HSF and reappling the thermal paste. Are you sure you put the paste on properly? Not too heavy?
Are you case fans oriented properly? Front blowing in, back blowing out, side (window) blowing in?
 
Completely clean the old thermal paste off with rubbing alcohol and reseat it with a thin layer of AS. Also try blowing out any dust in the heatsink.
