I just installed a Thermaltake HPC-360 PSU from newegg ($41.99 ea) and man, this one is much quieter compared to my old enermax whisper, which I suspect is beginning to fail due to random reboots (which was another reason I bought this PSU). Overall I'm very satisfied with this, especially the price.

My Tt 420W Purepower is amazingly silent and keeps my voltages nice. Cheap and effective.

The new Tt Xaser psu's are very high quality. You will not be dissapointed. Even thought thermaltake has a reputation of 'just looks', the new Tt psu's perform very well.

I have a Enermax Whisper 350w one, with manual fan control. I'd say... at even the lowest setting it is still loud to me. I'm thinking of getting TT's 420w also
