I'm using the Standard Tai Chi case watercooling setup. I Removed both fans and put 1 SS 120mm fan so I could make room for a gpu block. i also added a 2nd radiator. Anyway my full load temps after 2 instances of prime95 running is 37/38C. How much do you guys think the TDX block will lower temps by? Thanks.

nowhere near enough to justify a SILVER block. if you want to spend that much, get a Storm, but you would also need a more powerful pump.

Okay.. well I was reading swiftechs website and it says the Apogee can perform better than their own storm block by up to 1C.

Apogee $49.95
storm $84.95

wtf? I know they bought the storm design.. but if the Apogee performs better and they even say it does and they look so alike then why is the storm $35 more?!

Anyway i really want to lower my temps by at least 3C.

I would say the Storm would kill your system anyways, you really want at least a D5 to power a Storm.
