Thermaltake cooler on a piece of ram

I have a piece of ram that I believe is toast. It is covered with a blue thermaltake cover. Does this cover come off so I can see who makes the ram so I maybe able to rma it? I don't want to force the removal and damge it

Is the cover held on with clips or adhesive. Adhesive is hard to get off but it can be done and clips are pretty simple.
