Thermaltake Combo Cool DIY Series Fan Question

I am wanting to get a new CPU fan for not much. This fan on newegg looks really good and works well, but do you think it can actually live up to the specs that its given? Here is the fan:

Or if you guys can please give me a fan that would work well for less than $20. Please hurry, I need one ASAP.

I don't believe those specs. I'd go with a 92mm panaflo. I have an h1a and it works great.
