Guys, anybody using Thermalright Ultima 90 in push-pull arrangement? Can it match his big brother TRUE using push-pull in OCing q6600?

With the same fans in the same configuration on both, no.
 
still depends on the fan and the case airflow and the processor and the overclock but, should get really close on everything but a quad and it will still be close, just not really close.
