thermalright SK-6, SVC GC-68, and is dBA a logarithmic scale?

I have a Thermalright SK-6 from newegg.com. The fan is listed at 46dBA according to Thermalright.com.

It's waaaay too loud.

I'm looking for something quieter, and found the SVC GC68 Heatsink, which is 28dBA with the stock fan. In real world terms, how much quieter is it?

Would it be sufficient for a Athlon 1.4 thunderbird processor?
