Thermal Paste?

DOes thermal paste need to be cleaned off and re-applied if I remove the HSF for a cleaning? (It's full of dust)... And I don't want to uncrew the fan while it's on the MB.

You need to clean the heatsink and the chip with alcohol and do not touch either of them after that. I mean do not make contact with them with your hand.
Apply a very small amount of thermal compound and install.
