Thermal paste that performs well under lower temperatures

No, I don't mean LN2 ir dry ice, just under 50 degrees C. I'm trying to cool my AMD/H60 rig as best as I can and MX-4 has just been a disappointment - under 100% load the temps slowly but surely climbed to 60 degree mark. I used whatever else I had lying around and it happened to be Thermalright Chill Factor. It was OK, the rad of my H60 feels hot to the touch, but the actual hottest core is hovering around 55 degree mark. This system becomes unstable as it reaches 60 degrees so I want the best stuff around that works under lower temps. For whatever reason MX-4 works wonderfully in my Gulftown rig, giving me no more than 65 degrees on the hottest core, but such temperature is too much for my OC'd PhII. What would you guys suggest that is not uber exotic like Indigo Extreme? Prolima PK-1? Noctua NT-H1?

TIM only helps transfer heat from one surface to another.
If your radiator "feels hot to the touch", then it sounds like your TIM is doing it's job.

You need more water volume in your system to help with absorption and dissipation of the heat.
You might even consider switching to a Silver Arrow (lower delta and noise than the H60).

 Sounds that way to me.

IIRC Ceramique was popular for super cold temps.

Well, since it's a closed-loop system, it sounds like you've hit the heat-transfer limits of your H60 so you need to turn up the fan on the H60.

Otherwise, I'd suggest not overclocking as much (to reduce heat production) or get a better cooler (even possibly going to a custom watercooling loop or an H100).

You guys are right. Slapped another Gentle Typhoon on the rad and got at least 5 degrees lower temps. It's been a fun experiment that H60, but it's time to order an HR-02 Macho. I have RAM with really tall heatspreaders and the offset fin stack of the Macho will not get in the way.
