Thermal paste pre-loaded on Heatsink?

I recently bought an aftermarket CPU heatsink, and on the contact surface there is already a white "sticker" looking thing.

Is this preloaded thermal paste? I've already applied some Arctic 5 on my previous heatsink, should I just rub this white stuff off of my new heatsink and reapply my own silver thermal paste?
 
I have found all the preapplied pastes I've used to work very well. I'd just clean off the CPU very well with alcohol and use it. If you get into messing with your stuff like the others around here, you'll have to put something else on fairly soon anyway as the TIMs generally can't be reused. As long as you clean off the CPU and heatsink very well in between, you can switch from one to another type of TIM at any time.
