Thermal pad on Intel P3 heatsinks better than thermal grease?

I heard it's some sort of phase-change stuff and performs better than thermal compound.
Should I use the thermal pad on this new PIII heatsink, or scratch it off in favor of Arctic Silver?
 
Thermal pads NEVER work as well as Artic Silver does.

Depending on the quality, or lack thereof, of the thermal compound, a thermal pad might work better. Some cheap thermal compounds can dry out.
