Supposedly those thermal pads (at least the ones on the better heatsinks) are recommended by AMD for their processors. They use a special phase-change substance to enhance the heat-transfer.
I would leave it on and see how you do. If for some reason the pad gets pitted or damaged, then I would remove it and use the Arctic silver.
I'm getting a FOP32 later this week and am planning to remove the pad and apply Arctic Silver. Don't trust pads at all. Anyhow, the dealer says he always does this. He doesn't like pads either.
i know if you remove and reinstall your HSF alot it really kills the thermal pads. I am gonna use a conductive pen to close the bridges, so i shouldnt have to pull the HSF back off until its time to retire the chip. Just gonna leave it on, if it gets too hot ill slap some arctic silver on there.
The 'pad' adds a small cushion to help prevent damage to the chip. You will get better results by cooking the pad to the change temp, should be 58c if Globalwin are still using Chomerics T-725. (just leave the fan disconnected to 'cook' the pad, watch your temps).
