I thought the gist of the law was they had to send the info they had, not collect new info. Plus I'm not sure if ignoring any requests for new info would put them in any more of a predicament than they are already in (other than compounding fines maybe but what's going to happen if they don't pay them).
I didn't write the law. If your relative's were to ask me for advice, I'd tell them to find out with certainty what their obligations are. There are older threads about this and I remember the penalties for non-compliance as being very harsh. Additionally, and I think it was touched on in this thread earlier, U.S. citizens living in other countries are obligated to pay income tax on the wages they earn in the county they're living in to the U.S. One of the articles in the OP makes reference to an amnesty program.

Sounds to me like something that should be considered very carefully.

I don't much care about people who live outside of the USA. Just don't as to be rescued by the state department if you don't have your taxes paid up.

Sounds to me like something that should be considered very carefully.

They are aware of their circumstances and are smart enough to figure out what is in their best interest. I don't get involved.
