I'm sure they've got to be pissed with all the bad stuff that happens to them, and they may vent their rage on us as despite pressure the US is too busy with it's other wars to even think about helping out.

So theoretically if they had the technology and nuked Las Vegas, how would the world respond?

No, it seems to me that many third world countries seem to focus their anger on the US because the US is so wealthy. With Iran and North Korea going nuclear soon, it seems very likely that nuclear weapons will go on the black market. However darfur presents a unique situation where so many horrible things have been happening that the world is very sympathetic and might look down on a nuclear response to an already traumatized country. After all it may just be Al Queda or some other extremists who launch the missle through theoretical means in order to draw a response and get egg on the US's face.
