theoretical wireless internet problem

i have a theoretical problem that has to be solved:

let's say there are 2 cities. both cities do not have telephone or cable lines. how would i (or a company) set up internet connection for both cities? are there companies that do this... wireless internet ... i guess it's called?

Use a VPN to hook the hook the two networkers up.

you can run a VPN w/o using telephone lines or broadband cable? please give examples.
