As a lifelong Portland resident, I can tell you that the real reason is because the PPB is more concerned about right-wing political virtue signaling than they are about upholding the law and protecting the city's citizenry.
This BS of theirs has been going on for years. The police union is staunchly Republican with leadership that resides outside the city limits, and they are constantly throwing temper tantrums because they refuse to accept the city's elected leadership.

Oh, and if the police are underfunded, that's because of their obscenely bloated pension and compensation packages. You literally would not believe how much the tax-paying citizens are forced to pay these clowns so they can play politics instead of uphold their duty to protect and serve.

Yep! That's it. I rarely go there but I was in the city early for a date so I went to grab a snack and there was a Sweetgreen there so I headed over. And randomly a massive yoga lesson.

The Waffles and Dinges kiosk is still there, noticed it when walking towards Hell's Kitchen.
