I don't think that is what he saying but there are certainly areas where there are huge discrepancies between the % of stops involving people of color and their % of the population. Suburb near me has 13% minority population but police stops are 50% minority.
Of course I've gotten tickets but I've never been ticketed for a cracked windshield, a burned out turn signal, forgetting to turn my headlights on, or barely speeding. Yet they are all minor traffic violations that minorities do get stopped for.
