The user profile service failed the logon. Windows 7 Pro.

When I create a new user in Windows 7 and try and logon I get this message:

The user profile service failed the logon.
User profile cannot be loaded.

I found this:

kb947215 talks about temporary profiles. Which I don't have.

I have also found this on the web:

"This error may occur if the "Do not logon users with temporary profiles" Group Policy setting is configured

This issue may occur if the user profile was manually deleted by using the command prompt or by using Windows Explorer. A profile that is manually deleted does not remove the security identifier (SID) from the profile list in the registry.

If the SID is present, Windows will try to load the profile by using the ProfileImagePath that points to a nonexistent path. Therefore, the profile cannot be loaded."

I have looked thru gpedit.msc to see if "Do not logon users with temporary profiles" is enabled, but I don't know where that would be in group policy editor.
And when I try to go into the registry to look for the profilepaths to be deleted, they are not there, nor in Advanced, User Profiles. The only two users there are the working user and a user called Default.

Any ideas?
