Just watching Raising Arizona when Gale (John Goodman) utters the quote while robbing a bank "Anyone found bipedal in five wears his ass for a hat!" Did a quick google and every other reference to it comes some time after that.

No, it goes back to WW2 at least, my grandpa used this term all the time when talking about the war.

i just assumed it meant someone had their head up their ass, therefore were wearing their ass as a hat...
