A VERY interesting observation I discovered reading the list:

9/10 top states: Gore won in 2000

The other state was Florida which was almost Gore's as well. Almost 10/10.

California, in particular, has some of the toughest laws in the nation -- a concern for its residents that boosted it to the top of Privacy Journal?s list of 10 best states.
