the tire on my lawn cart needs some help

i let the air get too low in the tires on my lawn cart and one popped off the rim

how do i get it sealed enough to hold air again?

do i stick some kind of glue or vasoline around the rim or how do i get it to hold air again?

I'm not sure you'd have to glue it, but not sure how else.. You tried just pumping it? or is there no seal at all?

yes, i tried holding it and putting air in, but it just leaks by, the whole tire is loose and not sealed to the rim at all

Tie a rope around the full circumference of the tire with a slip knot in it. Pulling it tight will expand the beads of the tire to the rim. Hopefully you have access to an air compressor, and put air in as you work the tire up to the rim. This can be aggravating.

Yep, this is the way to do it.. I hate when those things go flat.

The rope or bungee or even the belt off your pants trick is great. The next thing to do is mix up a bottle of soapy water in a sprayer and wet down the rim-to-tire joint and look for tiny bubbles. Look for punctures in the tread also, but usually it is not the problem.
If it has these micro-leaks, it will go flat soon enough.
The fix for that is to deflate, clean the rim of all grime or rust, and apply a coating of transmission fluid to the tire bead in that area. it softens the rubber just a bit and allows for a good seal again. Reassemble with your favorite band-aid and check again.
