Check what urbandictionary has to say about it (when used as an adjective).

Does it seem like a racial (not racist) term to you ? Especially because it mentions inner-city and urban... do you associate that with one particular race ?

That would answer this question:

Should I be more careful as to what situations and who I use the term "ghetto" around when describing an area I don't think is particularly safe or upscale ?

you shouldnt have to but unfortunately many people associated the term ghetto with african americans and some would be offended. next time just say "man that neighborhood is ghetto/trailer park/barrio" and you cover all of your bases.
 

Ghetto is a pretty old term. It was used in Nazi Germany to describe the areas the Jews locked into. It probably goes way back. All sorts of people live in the ghetto today.

Here's what you do to switch around the blame when someone plays the race card:

1. Use the "ghetto" term as much as you want.
2. If someone says that you're racist for using it, ask them why
3. When they tell you that it offends blacks, say, "Huh? I didn't say anything about blacks. I said 'ghetto'. Are you implying that 'black' is synonymous with 'ghetto'? Maybe you think blacks belong in the ghetto, is that it? Racist."

Would? Probably. Should? Not at all. If I heard that I would assume "ghetto" meant run down and nasty... like a ghetto.

In my school everyone in the student body refers to the student neighborhood as the ghetto. The university is trying to get away from it by stop selling ghetto merchandise in the bookstore and having the empolyes refer to the ghetto as the student neighborhood. The bad part of the student neighborhood is refered to the dark side.
