Federal law supersedes AZ law.
Hospitals that refuse to admit a mother about to give birth will lose Medicare participation and likely will go out of business VERY quickly.

The Mother will be attended to and if she has no Id or Immigration status papers, before any certificate is given, Law Enforcement will be brought in to verify status.

Law Enforcement is always advised when there is reason to believe there has been an illegal action.

I'm sure Az. Law will mandate hospitals notify authorities when an Immigration status can't be verified.

Sure, you can verify mother's status all day long, but the baby, as a natural born US citizen, has it's own rights that are equal to all other US citizens under the equal protection clause. The baby is entitled to a birth certificate, not the mother. You can dance around it all day, if the baby is born in the US, it is a US citizen, by our own Constitution.
