The summer I.T. nerd look - is it a local thing or a worldwide phenomena?

I don't exactly get how the above even equals summer (especially since the sleeves are usually long on the stylish denim shirt), but the nerd I.T. guys around here seem to break out that look every summer...

Is that just a local thing, or is it part of the nerd wardrobe?
