Bart is in the 4th grade.

The one you're referring to is about him having to "repeat the 4th" grade, in which he passed a test that allowed him to "pass".

And to answer the OP's question, the only people to "grow" are Apu's kids. They went from being in the womb, to being born, to toddlers who can walk, talk, and were heading to preschool.
