Probably inevitable (along with MIRV) after the US walked out of the ABM treaty. They have a right to withdraw from a treaty.
However, I have an issue with the way they are doing it, if in fact they are in breach. They should honor their obligations until they withdraw, not break them and then say, well, we are withdrawing anyways. It's kind of like cheating on your wife, then getting caught, and saying, well, I was going to divorce her anyway. Not kosher.
