As talked about in today's WSJ:

A little noticed effect is the way in which immigration impacts the distribution of seats in the U.S. House of Representatives. Apportionment is based on each state?s total population ? including illegal aliens and other non-citizens ? relative to the rest of the country. This report examines the redistribution of seats caused by immigration. To measure the specific impact of illegal immigration we rely on state estimates prepared by the Immigration and Naturalization Service (INS), which indicate that almost seven million illegal aliens were counted in the 2000 Census. The report shows that many low-immigration states that might seem unaffected by immigration are in fact experiencing a significant erosion of their political influence in Washington.

? The presence of illegal aliens in other states caused Indiana, Michigan, and Mississippi to each lose one seat in the House in 2000, while Montana failed to gain a seat it otherwise would have. <California gained six seats, texas, florida, and NY gained one each as well>

? Illegal immigration not only redistributes seats in the House, it has the same effect on presidential elections because the Electoral College is based on the size of congressional delegations.



They may not be able to vote but they sure are good for the state. No wonder Gray Davis did everything he could to encourage illegals to come to california.

I hear both sides love em' Conservative Farmers, low-entry-to-hire businesses and walmarts get cheap malleable labor Dems get votes. It's a win win no?

although it is changing many (most?) farm illegals are seasonal and may not stay in one area year round. obviously it would depend on what exact month the census was taken. the "wetbacks" that my grandfather's farm employ's during the summer cross back over into mexico come fall/winter.

but, my point really wasn't a partisan one, rather just pointing out the extreme significance of them for certain states. California would stand to lose tens of millions, if not billions, of state dollars if they really got serious about cracking down on illegals.

the other reason it's important is that in '80 and '90 there were lawsuits by FAIR attempting to stop the government from counting illegals. According to the WSJ those failed because there was no evidence to back up their claims of seat shifting due to illegals- a federal judge called it "sheer speculation". If in 2010 the government can be forced to stop counting them based partly on this study several states would lose a big chunk of house seats and california would be less important in the presidential election.

Yeah, pack 'em into Democratic strongholds and then show the Texas legislature a thing or two about redistricting! Heh. :)

so what your saying is that the house rep has the exact same % as the populations of the states? i thought this wasn't true because of some arcane rules that favor small states.

It's not exact but there is a rough correlation between population % and the number of Reps in the House. One of the things that has not been done in some number of years is to expand the total number of representatives to match population growth so today's House Representative represents a much larger number of persons per district than was the case in most of our history. This is why there is so much fighting about the decennial census and the methods used to count since this is what is ultimately used to apportion representatives to the states.
