the process technology - intel or tsmc

i have a doubt with regard to which department in intel creates the new 30nm ,45nm technologies etc... is it the foundry unit or the fabless(ex foundry) department of intel?

if it is foundry unit, then its competitors (IN TECHNOLOGY,R&D) has to be Taiwan Semicondcutor and the other dedicated foundry companies and not the likes of amd,ti etc rite,which is usually mentioned...

if not, wat does tsmc do in its research??

can anyone clarify on this?
