The problem with the government spying on its citizens

Based on the info in the news today, it looks like even withtout the PATRIOT "spy on and arrest your citizens silently" act, the government actually HAD the information needed to prevent the terrorist attacks of 9/11, but just didn't do anything about it. What makes people think that spying on and arresting citizens will help prevent this in the future? If anything, they'd end up with even more useless information and locked-up innocents, making them too busy to find the real terrorists.
