in pure ideology, they are quite different. but in practical terms, it would be hard to argue that fascist italy/germany were very different from soviet russia...

but seriously though, I see it as being more of a plane than a line or a circle. The X-axis = freedom of the economic system and the Y-axis = freedom of the political system. Sort of as a way from differentiating a Capitalist Dictatorship from a Communist Dictatorship from a Communist Democracy from a Capitalist Democracy. (these would be each of the 4 quadrants in the plane) (and I know that some of those have never existed, but they should be possible )
