Whenever I type a domain into the address bar, I get this message:

The page cannot be displayed

The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

blah blah blah

The page comes right up if I click on refresh. Why does this happen?

is it any domain or just one?

maybe the browser just keeps looking in cache instead of getting real page?
