The on-line/real-time forum when and where???

I read in the new help box this:

<< If the Administrator has enabled the Real-time Chat server, a Chat button will appear on the menu bar. >>

But when does that button apear, I haven't seen it yet, and was wondering if I was sleeping at that time. Or maybe it haven't been used yet or what???
