The basic gist of this is that states are not meeting budgets and instead of doing what a good state does when it cannot meet budget and kicking some people out the doors, we will end up paying extra taxes when we can least afford them. Oh, yes it's coming from the federal gov and of course it doesn't actually have that money, but what you don't pay for in taxes now you pay for in inflation and/or more taxes later, so make no mistake, this will be paid for whether we like it or not.
So instead of these states asking for more money and being kicked out of office by lynch mobs they have the fed doing their heavy lifting.
