The most stupid Federal contract requirements!!!

my company won back a large portion of a federal contract. the contract is inches thick and one of the fricken stipulations they have in it that my company agreed to was this.

"Systems upgrades can only take place between the hours of 0900-1200 ET M-F "

WTF GOMER!!! So we can only do upgrades during the most busy (data transfer customer access) time of the fricken day.

I just tried to install some procs and other things to enhance a crystal report, a few mintues ago and my boss says you cant do it now, its past 12 on the east coast.

2 weeks ago we appealed the rule, but got shot down by the feds for a reason i cant say on here. this fricken sucks faustos thong. I dunno what we are going to do now. some of our upgrades are major and do require system down time and there is no fricken way we can do that during that time frame.

I really want to hang the morons who said yes to that rule in the contract.
 
that's what sucks about dealing with the government, for the most part. rules, no matter how dumb, are rules.
 
Contact the PMO or Contracting Officer and attempt in a civilized method to explain what the problem is from your viewpoint.

Request an explanation on why the requirement is in there.


Then (at a later date after reviewing the response) provide a recomendation for a workable solution that addresses the customers needs and your effectiveness.

It needs to be presented as a win-win situation.

More than likely the stipulation was entered because some-one at one point wanted to know/oversea what was happening with the system changes until they were confident in your work.
