In your experience, what's the best way to keep your video performance high without taking a major hit in the wallet?

Is it better to buy the best CPU out there and stick with it while upgrading your video card every once in a while?
Or is it better to buy the best video card out there and stick with it and upgrade your CPU?

I'm really strapped for cash now, so I can't afford to stay on the bleeding-edge of both technologies.
