Lol. Ummm no. It's to prevent head lice and other parasites as soliders sometimes go a month or more without a bath.

At Army Basic Training (which I just got back from), they buzz your head the first day (btw, you have to pay for it) as well as about every 1.5-2 weeks throughout training.
