or use a screwdriver or something to hold the fan still and power on the system with no other fans hooked up.
You sure you want to advise people on a forum to stick a screwdriver into their PSU and turn it on?

^ Well I would not know if there is a grill down there, I don't see a case name anyware that I could google.

Just unscrew the PSU and let it sit outside the case then. And see what happens

Update: I finally called Corsair to RMA my GS600 because the fan was getting too annoying. I politely asked if they could send me a VX450 since that's what I originally purchased (They sent me a GS600 because the VX450 was not available when I first RMA'd my defective one). However, the guy said that the VX450 was EOL, but...surprisingly he said that they would upgrade me to a TX650 V2 instead for no charge.

Great customer service! Reviews do say the TX650 is on the loud side though, but I hope it's quieter than my GS650...

The CX600 is based on the 500w CWT platform and is mediocre at best (for Corsair). Keep RMAing until you get a quiet fan or a better unit. It might be something simple like a bad thermal sensor.
Expect performance comparable to a 500 watt PSU from the CX600, 450w from the CX500.
Ask customer service for a waiver to replace the fan if the RMA is as loud.
I have no information on the CX600V2, it maybe better.
