That is an unintended consequence of the way guns are regulated (and how the buyback rules were written) The lower receiver is, for legal purposes, considered "the gun", and everything else is just"random" parts that can be bought and sold readily.I guess we can't even trust gun buyback programs in this country--because of course, OF COURSE our free market system would create a gun buyback processor that strips the lower/serial number and sells the rest for spare parts.

The Guns Were Said to Be Destroyed. Instead, They Were Reborn. (Published 2023)
Communities across the U.S. are fueling a secondary arms market by giving seized and surrendered guns to disposal services that destroy one part and resell the rest.www.nytimes.com
Could you see the rage in her eyes? There's a mass murderer in the making for sure.I was browsing through YT and came across this video. She was eight at the time. She has her own YT channel about guns. She appears to have the knowlegde on how to handle a gun but it sure looks awkward with those small hands and the way she moves the gun around like a young child which she is. I could see her using a single action 22 rifle at that age but not a full size 9mm semi-auto handgun and doing reviews.
