I'll start. Serious replies only please. Later on, I'll compile all this information and publish it in a tidy little article on the Web.
1. Navy and black do not go together.
2. Blue and green generally do not go together, but if you know what you're doing it's quite doable. Proceed with caution. (Thanks, my wonderful eakers)
3. Never wear tapered pants/jeans. Boot cut or relaxed fit. If you can swing it, flared (the opposite of tapered). But tapered is bad.
4. "Baggy" clothes are, in reality, "Clothes that don't fit right." Wear the proper size shirts and pants.
For pants, you should be able to stick your index and middle finger in between your body and the waistline of your pants with comfort, and nothing more.
For shirts, look for the shoulder seams. They should end on your shoulder and not halfway down your arm.
5. Your shoes should match your belt, be it brown or black.
6. If you're > 18 years of age, sneakers aren't really acceptable wear anymore. I myself weep at this fact.
7. Ties should fall to the center of your belt buckle. (Thanks spidey07, DrPizza)
8. A half-inch of cuff should show from beneath your jacket. (Thanks spidey07)
9. Don't button the lowest button of your blazer when wearing a suit/sport coat. (Thanks richardycc)
10. If you're wearing a jersey, you had better be immediately headed to watch or play the game in question. Unless your team is in the finals in which case some team rootin' is acceptable. (Thanks M4H)
11. Cinching your waist (to create an hourglass-like body shape) is unconditionally wrong. Nobody wants to see how petite your waist is, it's just not manly. Women can get away with this, not men.
Specifically, if you're wearing a long coat, leave the outer belt in the loops and the ends tucked into the outer pockets. Otherwise just play the no-cinching rule by ear. Needless to say if you're still wearing a hip-pack you may need to be euthanized.
12. Pleated pants (pleats are bunched fabric sewn overtop of each other, see this page for examples) are wrong. (Thanks sward666)
13. Khakis are casual, not dressy. If you're going to dress up and not wear a suit, you need a pair of wool slacks. (Thanks csf)
14. "There is no such thing as a short-sleeve dress shirt. The only time you should wear a tie with a short sleeve shirt is if you manage a McDonald's." (Thanks csf)
15. 'Button-down' refers to a shirt's collar, not the dress shirt itself. Button-down shirts are casual and should not be worn with a suit and tie. (Thanks csf)
16. "Avoid the monochrome look when dressing up, especially the 'Regis' look. Even Regis has moved on." (Thanks csf)
17. "Learn how to tie a bow tie for when you wear a tuxedo, pre-tied bowties are as tacky as clip-on ties." (Thanks csf)
18. "People always ask about whether to get pants cuffed or not. The rule of thumb is, pleated pants should be cuffed and flat fronts not. The only exception is that tuxedo pants should NEVER be cuffed." (Thanks csf)

To clarify, these are the indisputable fashion rules for men's semi-casual wear. Post away!
