Holy crap talk about incompetence and shitty systems if this happened 360 times. I could understand if it was an isolated incident and some really weird twist of a situation, but 360 times?

There needs to be more punishment in general for falsely accusing someone of a crime and more oversight to ensure it does not happen in first place. People's lives get completely ruined by this and it happens all too often and the people responsible rarely face any punishment. Lot of people are in jail for crimes they never committed. It's a super corrupt system.

How arrest happy a local police department is is very likely dependent on the amount of "business" in the locale. The lower population, further out places have less activity going through the system, thus they are likely to be chomping at the bit when the opportunity presents itself to activate the system to make a buck for the lawyers, bail bondsmen, police quotas, etc.

Case in point, both my former manager and assistant manager at Domino's did get an arrest warrant served on them; they did not respond to the initial summons.

Relevant tort violations would include the likes of false imprisonment and/or malicious prosecution.

Probably the reason Hertz caved was precisely because some people suffered tangible damages, not just mere allegations of emotional distress, etc.

One could infer that Hertz did these things for business reasons, but proving such allegations in court would likely fail.
