They take out bonuses per the top bracket just in case the bonus pushes you into the top bracket. When you file for taxes, you'll get the portion they overcharged you back.

Could have had them treat it as a payroll advance or employee receivable and had nothing taken out. Then at the end of the year they don't collect it and you pick it up as income. You get the full amount for the whole year instead of letting the .gov have it.

The last gig that I received a bonus for, they added additional money on top to cover the bonus. My $9k sign on bonus turned out to be $13k - taxes so that I still walked with the whole 9 yards (so to speak).

This isn't why you should prefer a salary increase over a bonus. They're taxed the same. You should prefer a salary increase because it lasts more than one year and it compounds (since most companies give raises as percentages); bonuses do not.

Withholding exemptions don't effect bonuses for the most part. Bonuses are special compensation and are taxed at 25% regardless of what your withholdings are.
