Im guessing that its a South American game, maybe argentinian.
A ref like that in europe would be ridiculed big time by footy programs!.

Upon closer inspection;
The manager that he waves his hands at, is the X-Brazil coach.
So its either a very old clip, or that refs refereeing a international game with Portugal(as hes currently their manager).
