I'm not positive, but doesn't clean coal refer to anthracite (vs. bituminous)? Anthracite burns VERY cleanly compared to bituminous coal. I burn it to heat my house in the winter & there's zero smoke or odor coming from my chimney.

There isn't enough anthracite (hard) coal. Most plants burn bituminous. "Clean coal" refers to scrubbers on the stacks after the fact, etc., but in reality is an oxymoron.
